Councilmember Byron Wear Receives Award for Beach Alcohol Ban

SAN DIEGO, CA – Councilmember Byron Wear is being recognized by the San Diego County Policy Panel on Youth Access to Alcohol for his outstanding leadership in preventing underage drinking.

The award will be presented at the Doubletree Hotel, Mission Valley, on Wednesday, June 20 at noon during the Policy Panel’s quarterly luncheon.

“It is great to see a public official exhibit such courage to protect the public health and safety in a social environment that is greatly influenced by powerful special interest groups like the alcohol industry who wield considerable influence over the political process,” said Ray DiCiccio, Executive Director of the Policy Panel. “Research shows that banning consumption of alcohol in public places is an effective tool in helping to prevent underage drinking.”

The San Diego County Policy Panel on Youth Access to Alcohol was convened in 1994 in response to the growing problem of underage drinking. It is a coalition of leaders from every sector of the community whose mission is to prevent underage drinking by making appropriate modifications to the social environment that contributes to the problem.

During its inception seven years ago, the Panel created fifteen recommendations, which were eventually endorsed by the County of San Diego Board of Supervisors. Among those recommendations are: Banning alcohol from all parks and beaches throughout San Diego County and its 18 municipalities (Number 1), restricting outdoor alcohol advertising (Number 5), and creating more safe and supervised activities for young people during non-school hours (Number 11). Councilmember Wear was instrumental in seeing this last recommendation come to fruition.

“We are grateful for Councilmember Wear’s efforts to implement recommendation number one,” added DiCiccio. “We look forward to working with him on this and other important issues in the future to address underage drinking.”
