| March 13, 2002 Communities Against Substance Abuse 554 Broadway El Cajon, CA 92021 Dear Board Members: It's a pleasure to recognize the leadership of East County's oldest and most dynamic substance abuse prevention organization! Over the years, Communities Against Substance Abuse and the Partnership for a Drug-Free San Diego have introduced new and innovative ways to help our community's young people lead safe and healthy lives. Whether it's urging the County's District Attorney to prosecute adults who supply alcohol to minors, or launching a club drug awareness campaign in conjunction with the Drug Enforcement Administration, Communities Against Substance Abuse identifies substance abuse trends and tackles them proactively. Communities Against Substance Abuse has been instrumental in San Diego's battle against methamphetamine. In 1996, I initiated the County's Methamphetamine Strike Force to combat a dramatic rise in meth-related crime in our County. I knew that Communities Against Substance Abuse was the perfect organization to orchestrate media campaigns for the Meth Strike Force. Mary Harrison and her talented staff have successfully advocated for changes to public policy that have helped reduce the presence of the deadly stimulant on our streets. With your leadership, Communities Against Substance Abuse can continue its outstanding efforts to improve East County's quality of life.
